The State Budget proposal for 2025 (OE2025), presented in Parliament on Thursday, October 10, 2024, includes a plan to provide 13,300 beds for student accommodation. The Government has highlighted this initiative as one of the key milestones and objectives to be achieved in 2025 under the Recovery and Resilience Plan (RRP).
The document indicates that the RRP will continue with an accelerated pace, aiming to boost both the physical and financial progress of the approved projects.
Among the various measures targeting the real estate and construction sectors in the OE2025 proposal, the provision of 13,300 beds for student accommodation stands out as a significant goal for 2025.
A Comprehensive Improvements in Health, Accessibility, Training, and Transportation
- Construction of 20 New Health Units: The plan includes building 20 new health facilities designed to ensure accessibility, quality, comfort, and safety for both users and health professionals. These buildings will be adapted to accommodate new healthcare models.
- 360º Accessibility Investment: This initiative aims to enhance accessibility for people with reduced mobility by improving 1,000 homes, 200,000 square meters of public space, and 1,500 public services.
- Modernization and Professional Training: The investment in this area will benefit 22,000 training positions through the renovation or construction of professional training centers.
- Metrobus Service Line in Porto: The project will see the completion of a metrobus service line in Porto, combining the efficiency of the Metro with the flexibility of hydrogen electric buses.
- Specialized Technological Centers: The plan includes the completion of 310 Specialized Technological Centers for secondary education professional courses. This includes funding for equipment, technological infrastructure, and the potential requalification of spaces and workshops to adapt to new courses.
- Energy Efficiency Upgrades: Renovating 1,020,000 square meters of private residential buildings to improve energy efficiency, alongside the installation of 35 MW of new renewable energy production capacity.
- Cultural Heritage Projects: Completing 130 intervention projects and 100 contracts across 70 museums, monuments, and palaces, as well as 13 projects and 5 contracts within the 3 National Theatres.
- Agricultural Innovation Hubs: Renewing and upgrading 24 agricultural innovation hubs to foster advancements in the sector.

- Energy Efficiency Vouchers: Distributing 100,000 vouchers to households experiencing energy poverty, enabling them to replace outdated equipment and adopt energy-efficient solutions.
The Recovery and Resilience Plan (RRP) is a nationwide initiative set to run until 2026. Its goal is to implement various reforms and investments to restore sustained economic growth following the pandemic, while also aiming to align more closely with European standards over the next decade.
As for the 2025 State Budget, the initial general vote on the proposal is scheduled for October 31. This will be followed by detailed discussions in parliamentary committees, with the final overall vote slated for November 29.
